Do you get the title for a financed vehicle in Ohio?

I just bought my new car with financing and all I got in the mail was a piece of white paper with court clerk's certification. Does it serve the purpose of a title for licensing? I'm not sure if they will give you the title or won't release it until you pay off the loan, since this is my first financed car.
