My roommate burned my dogs whiskers, what can I do?

I love my Chiweenie as if he is my boy. I live with two other people and the guy that I live with put the lighter up to my dogs face and lit it (which burnt some of his whiskers off) Is it abuse for him to do this? Can I beat the **** out of him and be in the right? What can/should I do? What would you do?
