Question on Romeo and Juliet? What's going on in this scene?

This is a very common motif in Shakespare's works. This is called comic relief. He includes these excerpts to take the audience's mind away from the seriousness of the plot (after all, Romeo and Juliet is a tragedy). It allows suspense to drop off for a little bit, so he can build it up again.
